The final rule will be effective December 9, 2019. This will ultimately increase the H-1B filing fee by $10 for FY2021 applications, unless stated otherwise. USCIS will use pay.gov for fee payments. As per the final rule published Nov 7, 2019, Attorneys will be able to pay on behalf of the petitioning employers.

H-1B program allows US Employers to temporarily employ foreign workers in the United States. H-1B is highly utilized by academic institutions and tech companies to employ foreign professionals with advanced degree and or exceptional ability.  

It remains to be seen if the Registration Portal that has not been tested much will invite chaos, especially if implemented in the FY2021. It also remains to be seen if the registration requirement will achieve anything other than increase the fee associated with H-1B petition and make the application process cumbersome for employers.
